2015年1月29日，国务院批准北京市申办2020年世界休闲大会。同年9月11日，北京市获得了2020年第十六届世界休闲大会的举办权，大会由北京市政府主办，北京市文化和旅游局、北京市平谷区政府承办。受新冠肺炎全球疫情影响，原定于2020年10月举办的第十六届世界休闲大会，经报北京市政府和世界休闲组织批复同意，大会推迟于2021年4月15日-21日在北京市平谷区举办。
On January 29, 2015, the State Council approved Beijing's bid for the 2020 World Leisure Congress. It is a place with particularly favourable natural conditions. The main venue of World Leisure Congress is located in Jinhaihu Town, 18km away from downtown of Pinggu, and next to Jizhou, Tianjin and Xinglong, Hebei Province. Jinhai Lake, with different scenery in four distinctive seasons, and a planning area of reservoir of 22 km2 and a water area of 6.5 km2, is a largest comprehensive water entertainment venue in Beijing, and now a city level scenic spot and a city level tourist resort and a national 4A scenic area. You walk along the lake and can enjoy the eight sceneries, Great Waves, Evening Glow on the Peaks, Long Dragon Resting on the Waves, Trace of Golden Flowers, Light and Shadow of Lake and Pagoda, Island of Haze, the Fishermen's Chant and Overlook from Hilltop. Jinhai Lake, ringed on three sides by mountains, with running mountain ridges and boundless expanse of blue water, is an ideal place for water sports and leisure events. In this scenic area, there are a number of sightseeing and experience items, such as pleasure boat, speed boat, self-driving boat, water scooter, water paragliding and pedalo. Putting yourself into the exquisite landscape scroll of Jinhai Lake, with spring breeze stroking your face, a carpet of green grass and genial sunshine, you could feel completely soothed, relaxed and refreshed. Plunging into the nature and experiencing the endless charm arising from mutual fusion of human and nature is the best way of leisure.
人文历史，源远流长。我国第一座以考古学文化命名的专题陈列馆—上宅文化陈列馆坐落在金海湖畔，陈列馆造型别致，主体建筑的造型依照平谷先民居住的半地穴式马架子窝棚设计，展厅为两层，按四方八卦置形，楼梯设在中央，旋转而上，整个布局构成太极图式，厅内陈列着上宅文化和周围环境考古成果。“西有周口店，东有上宅”，上宅文化，是北京地区迄今发现最早的原始农业萌芽状态的新石器时代文化，距今7000年。上宅文化以其独特的文化内涵，填补了北京地区新石器时代考古的空白，在我国考古研究中具有重要的地位。2020年，上宅遗址被评为第八批国家级文物保护单位。同时，镇域内红石门段长城的第一座敌台上，国务院1996年设立三界碑（天津界、河北界、北京界），其特殊的地理位置，确定了在全国明代长城中的唯一性。
It has a long-standing and well-established history of humanity. The first special exhibition hall in our country--Shangzhai Cultural Exhibition Hall, named after the archaeological culture, is located on the bank of Jinhai Lake. With a unique style, its main building was designed as per the semi-crypt horse barns ancestors in Pinggu region had lived in. The exhibition hall was arranged in two layers as per the tetragonal Eight Diagrams, with stairs spinning up in the center, constituting a Tai Ji schema, in which archaeological achievements related to Shangzhai culture and surroundings are displayed. As the saying "both Choukoutien culture in the west and Shangzhai culture in the east count" goes, Shangzhai culture is the earliest culture of the Neolithic Age for original budding of agriculture found in Beijing area to date and has a history of 7,000 years. Shangzhai culture fills in the gap in respect of archaeology of the Neolithic Age with unique cultural connotation and plays an important role in archaeological research in China. In 2020, Shangzhai relics was rated as the 8th Batch State Protected Historic Site. Moreover, on the first lookout tower of the Great Wall (Hongshimen section) within the territory of the town, the State Council set up three boundary tablets (Tianjin Boundary, Hebei Boundary and Beijing Boundary) in 1996, and therefore the special geographic position determines its uniqueness in the Great Wall of Ming Dynasty across the country.
文旅结合，功能完备。金海湖镇旅游服务业态集中，景区、博物馆、宾馆、饭店、登山步道、水岸红叶聚集于此，世界休闲大会主会场—金海湖国际会展中心矗立其中，场馆总建筑面积6.5万平方米，其中，地上3.7万平方米，地下2.8万平方米。近期服务于北京·平谷世界休闲大会及世界休闲产业博览会，中远期将承载国内外重要会议会展、文化交流活动，服务于金海湖文旅休闲小镇和国际旅游度假区的建设，后期将作为北京东部重要的会议会展设施。金海湖文旅小镇将服务于整个京津冀地区，有机的将三地旅游资源联系起来，推动京津冀区域休闲旅游协同发展，打造京东休闲旅游示范区，发挥京东区域休闲旅游集散枢纽功能，将金海湖地区打造成为辐射京津冀的休闲旅游目的地。
It is full-featured with combined culture and tourism. Various forms of tourism services gather in Jinhaihu Town, such as the scenic area, museum, hotels, restaurants, hiking trail and red leaves on the water bank, where main venue of the World Leisure Congress--Jinhai Lake International Convention and Exhibition Center stands, with a gross floor area of 65,000 m2, including 37,000 m2 above the ground and 28,000 m2 under the ground. The venue will serve for Beijing·Pinggu World Leisure Congress and World Leisure Industry Expo recently, undertake domestic and overseas important conferences, exhibitions and cultural exchange activities and serve for the construction of Jinhai Lake cultural tourism leisure town and international tourist resort in the medium and long term, and serve as important convention and exhibition facilities in eastern Beijing in the later period.
